LA County is seeking proposers for the development of Los Angeles County Parking Lot 45 – New High Village Development Project, a planned mixed-use development project in Chinatown that will transform the Lot 45 parking lot into 100% affordable housing for low-income households as well as a cultural and creative hub for the local community, commercial or economic opportunity spaces, as well as green space, and adequate parking. The 1.7 acre site is located at 725 N. Spring Street, Los Angeles, CA 90012 in the First Supervisorial District. 

The County is issuing this RFP to execute the vision for the Project Site developed by Supervisor Hilda L. Solis after a series of listening sessions and surveying of the surrounding community and local stakeholders. The vision for the Project Site is centered on addressing critical community needs in Chinatown such as low-income and high-need population affordable housing; and community-oriented commercial uses. There is a Request for Proposal (RFP) open through April 22, 2024. Any potential development options should consider the project’s Feasibility Study and Phase I Study.
