On September 28, Dalberg, on behalf of the Los Angeles County Department of Economic Opportunity (DEO), issued a Request for Applications (RFA) and opened submissions for Cycle 3 of the High Road Training Partnership (HRTP) Fund. Marking the third major investment since the Fund’s inception in 2025, Cycle 3 introduces an infusion of over $7.7 million in new grant funding split across up to eight grants.

This funding opportunity invites qualified partnerships to apply for grants to develop and deliver industry-driven and worker-centered training programs in-line with HRTP principles. These HRTPs will provide training to underserved Los Angeles County residents, connect them to quality jobs, and advance systems change across industries

Funding Opportunities 

Cycle 3 of the HRTP Fund braids together four distinct funding streams to tackle the region’s most urgent infrastructure, industry, and community needs. Applicants must choose one funding opportunity to apply for that is most relevant to their partnership, and only one application per partnership is permitted.

Dedicated to wildfire workforce recovery, prioritizing rebuilding, recovery, and resilience efforts in sectors and communities hardest hit by the 2025 wildfires.

Safe Clean Water Program (SCWP)
Focused on preparing local talent for essential green stormwater infrastructure operations and maintenance careers in LA County to improve water quality, increase local water supply, and provide community benefits, like green spaces and parks.

Care First Community Investment (CFCI)
Directing equitable resources into high-growth occupations and priority sectors, including:
  • Industries tied to the upcoming 2028 Olympic and Paralympic Games (transportation, retail, hospitality, food services, arts, media, and entertainment); and
  • Occupations that require and incorporate the ethical use of artificial intelligence.

California Assembly Bill (AB 109) Careers for a Cause 
Provides training to Angelenos with lived experience of homelessness or justice involvement, helping them secure high-road jobs in social services and homeless services.

  • A complete application with all required attachments must be submitted to the HRTP@dalberg.com email by the deadline.
  • The subject line of the email must indicate “[HRTP Cycle 3 Fund – Application]”.
  • The body of the email must include the following details: (1) Name of the Lead Applicant and (2) List of Email Attachments.

The following attachments must be included in the email using the templates linked below for your application to be considered complete:

  • Complete application form (Download): The Application Form must be submitted as a PDF.
  • Memoranda of Understanding (MoUs) or Letters of Commitment (LoCs) (Download Word template): MoUs or LoCs must be submitted for all five required core partners.
  • Proposed budget (Download Excel Template): The budget must be submitted as an Excel file.
  • Logic model (Download Word Template): The logic model must be submitted as a PDF.
