For Employers and Jobseekers

Justice-involved individuals in LA County face significant barriers to employment, housing, and long-term stability. Research shows that formerly incarcerated people experience very high unemployment, especially in the first two years after release, and are far more likely to experience homelessness. Stigma, discrimination, limited support systems, and a competitive job market can make it difficult to find meaningful work, increasing the risk of continued instability and reentry into the justice system.

What is the Fair Chance Ordinance?

As of September 2024, the Los Angeles County Fair Chance Ordinance for Employers (FCO) helps eliminate outdated and discriminatory hiring practices that can unfairly impact individuals with criminal histories. By promoting fair access to employment, it  helps reduce recidivism and ensures that qualified, often overlooked talent is not excluded from the workforce. The ordinance builds on the California Fair Chance Act by providing additional local protections and is enforced by the Department of Consumer and Business Affairs, which has the authority to investigate complaints and penalize employers when necessary.   The ordinance applies to businesses in unincorporated areas of LA County. The City of Los Angeles is governed by its own Fair Chance Initiative Hiring Ordinance.

What is the Fair Chance Hiring Campaign?

DEO’s Fair Chance Hiring Campaign, originally launched in 2019 following the State Fair Chance Act and expanded in 2024 with the County’s Fair Chance Ordinance (FCO), expands opportunity for justice-impacted individuals and helps employers adopt fair and inclusive hiring practices, particularly in unincorporated areas of LA County. Through outreach, education and training, compliance support, and dedicated hiring and training programs, the campaign raises awareness of the County’s FCO, connects residents to jobs and supportive services, and helps employers understand their responsibilities under the law while accessing untapped local talent.

Goals

Build awareness of Fair Chance rights and responsibilities among workers, employers, and community partners.

Promote fairer hiring practices by reducing stigma and addressing discrimination against system-impacted jobseekers.

Expand access to training and employment opportunities for system-impacted individuals to support economic mobility and long-term success.

Help employers in unincorporated LA County comply with the FCO by providing education and technical assistance and meet their talent needs through candidate recruitment, training, and financial incentives.

What to Know if You’re an Employer or a Jobseeker

For Employers

DEO leads outreach and education efforts to ensure that both employers and jobseekers understand their rights and responsibilities under the FCO.

The FCO limits when and how employers can consider criminal history and establishes strict procedure if they decide to rescind a job offer based on criminal history. While the California Fair Chance Act provides similar protections, the FCO in LA County offers additional safeguards and allows the County to fine employers who violate its provisions.

The Fair Chance Ordinance for Employers applies to any employer that employs five (5) or more employees who perform or whose positions will involve performing an average of at least two (2) hours of work per week in the unincorporated areas of Los Angeles County.

For Jobseekers

DEO leads education and outreach for system-impacted workers on the FCO and offers dedicated hiring and training support through its America’s Job Centers of California and partners. DEO helps jobseekers understand their rights and achieve success in their job search, improving outcomes for individuals and system-impacted communities.

  • INVEST: For people on probation in LA County, this program provides basic career services, job training, Transitional Subsidized Employment (TSE) and supportive services.
  • RENEW: System-impacted individuals can participate in this program that provides 300 hours of TSE, training, supportive services, and connection to employment in high-growth sectors.
  • High Road Training Partnerships (HRTPs): Multiple training programs are offered through DEO’s HRTP Fund to prepare participants for quality careers by providing skills training, supportive services, and pathways into jobs with high-road employers in high-growth and opportunity sectors, including Construction, Hospitality, Healthcare and Social Assistance, and the Creative Economy.
