RENEW Program

The Reentry, Employment, Navigation, Engagement, and Wellbeing (RENEW) Program provides transitional jobs, skills training, supportive services and incentives, peer mentorship, and quality job opportunities to individuals with justice involvement. 

RENEW builds on award-winning program models like INVEST and LA: RISE by using evidence-based services, such as Transitional Subsidized Employment with Employment Social Enterprises (ESE) to enhance job quality and economic mobility outcomes for justice-involved individuals.  

Program Components 

RENEW is delivered by ESEs located across LA County. Services are delivered in both an individual and cohort model, depending on the ESE. All participants receive: 

    • Up to 300 hours of Transitional Subsidized Employment (TSE) at $17.87 per hour with ESEs in sectors like construction, maintenance and operations, and food service and hospitality 
    • Training needed for TSE or post-program employment 
    • Job readiness workshops and support 
    • Peer mentorship with Credible Messengers with lived experience 
    • Education on Fair Chance hiring protections 
    • Post-program hiring, retention, and advancement support with ESE and America’s Job Centers of California 

RENEW ensures workers earn skills and wages while they contribute to their communities and the economy. All RENEW training and hiring placements are ESEs and private sector employers in in-demand sectors and occupations.

Program Impact and Investment 

$7.25 million investment in AB109 and from the California Workforce Development Board to serve 740 participants in Fiscal Year 2026.

The program overview states that RENEW provides hiring and training services to justice-impacted individuals through LA County’s social enterprise partners, supporting people in the Skid Row area with employment opportunities matched to their skills, experiences, and goals. Available services include up to 300 hours of paid work experience, stipends and supportive services, job training, and help with job search and hiring. Eligibility requirements include being 18 years or older, legally authorized to work in the U.S., unemployed or working under 20 hours per week, currently or formerly from the Skid Row area, and having a current or prior criminal conviction. The bottom of the flyer shows logos from multiple partner organizations including Chrysalis, Goodwill Southern California, Hub Cities, and MCS. A footer notes that the Department of Economic Opportunity is an equal opportunity employer and that auxiliary aids and services are available upon request to individuals with disabilities, followed by a TTY number (800-665-0885). Participant Eligibility 

RENEW enrolls individuals who meet eligibility criteria and bring the following documentation:

Proof of residence such as a document showing a home address within LA County (e.g. government-issued ID, utility bill, letter from housing operator)

A valid form of identification to confirm age (e.g. state ID, driver’s license, birth certificate)

  • Attestation of the following status:
    • Currently or previously on Probation (Adult Felony, Post Release Community Supervision/AB109, Summary Probation, Other)
    • Currently or Previously on Parole
    • In a Diversion Program
    • Formerly incarcerated

Required documents per the federal I-9 form, such as: 

  • U.S. Passport, or
  • Government, state, or school-issued photo ID, and
  • One of the following:
    • Social Security Card
    • Birth certificate
    • Work authorization card

Attestation to working fewer than 20 hours per week

  • Veterans or spouses of veterans
  • Currently or formerly homeless, or at risk of homelessness

Interested candidates should review eligibility, gather documentation, and review current RENEW Programs with ESEs. Each Program provider and location will have a unique orientation schedule to learn about the program, additional assessment and selection criteria and processes based on occupation or sector of TSE assignment, and working schedule.

RENEW operates in five regions across Los Angeles County in collaboration with Employment Social Enterprise partners. There is no requirement to live in a region to be assessed and selected for a RENEW Program provider and location.

Participants have access to Multi-Craft Core Curriculum Pre-Apprenticeship Program training and placement in partnership with the LA/OC Building and Trades Council.
