For LA County GAIN Participants

What is the TSE Plus Program


DEO and the Department of Public Social Services (DPSS) Transitional Subsidized Employment (TSE) Plus Program provides paid work experience and training to CalWORKS Greater Avenue for Independence (GAIN) participants in the San Gabriel Valley and East-Southeast Los Angeles regions to prepare and connect them to good paying jobs with hiring employers in high-growth and in-demand industries. The program is managed in partnership with DEO’s Pomona and Rio Hondo America’s Job Centers of California (AJCCs). 

What the Program Offers 

The TSE Plus Program builds on strengths and experience of each participant, ensuring maintenance of benefits while upskilling for long-term employment and advancement. Participants access one of three pathways for up to one year in the program:

All participants also access work readiness and life skills, digital and financial literacy, case management and supportive services, and job placement and retention support. Employers access qualified local hires to meet their business needs.

Eligibility 

Participants must meet the following criteria and provide relevant documentation:

    • LA County resident
    • 18+ years of age
      • Must bring Valid Photo ID (US Driver’s License, government issued ID, or passport)
    • Enrolled in GAIN in Region 3 (San Gabriel Valley and Region 6 (East – Southeast LA)
    • Legally authorized to work
      • Must bring Social Security Card, U.S. Birth Certificate, Permanent Resident Card, or Alien Registration Card (Form I-551, Form 1-700)
    • Sufficient time on 50-month limit

How to Get Started

    1. Ask a GAIN Service Worker about TSE Plus, if located in Region 3 or 6
    2. Review the eligibility requirements and prepare documents
    3. Learn more about the program or for support, email GAINTSE@opportunity.lacounty.gov or call 844-777-2059 and press #3
    4. If eligible and in the right service area, accept a referral to an AJCC to enroll in one of three TSE Plus Program pathways

For Employers

Program Services 

The TSE Plus Program connects employers with motivated jobseekers in the East-Southeast Los Angeles and San Gabriel Valley regions who are ready to enter the workforce and build long-term career success.
Employers can increase their business capacity and bottom line:  

Employers can host a temporary worker matched to their business needs at no cost, with services that include 100 percent wage subsidies, basic benefits, liability, and payroll coverage for up to five months, with the potential to extend.

When ready to hire, employers can receive wage reimbursement while training your new employee to fit your business needs and access to additional financial incentives like the Work Opportunity Tax Credit.

Businesses interested in signing up to host a temporary worker or to hire from the TSE talent pool can complete an interest form.

Program Background 


The TSE Plus responds to a call by the Los Angeles County Board of Supervisors to examine how the County’s safety net and public workforce systems can better work together to support residents in achieving economic mobility and meet the talent needs of local industries. Through a $6 million investment from DPSS and the California Department of Social Services (CDSS) Expanded Subsidized Employment (ESE) Program, the pilot will serve up to 200 participants across high-need service areas over the next two years. Program services will be delivered with support from DPSS Gain Service Workers, and the Pomona Valley and Rio Hondo AJCCs covering the San Gabriel Valley and Southeast LA and engage a variety of training providers and employers as worksites and hiring partners.  The program may expand to additional service areas at a future date.
