Financial Relief for Small Businesses Impacted by the Lineage Fire and East Los Angeles Oil Spill

The Los Angeles County Department of Economic Opportunity (DEO), in partnership with the County Board Chair and Supervisor Hilda L. Solis is providing financial assistance to help eligible small businesses recover for economic impacts related to the June 17, 2026, Lineage Fire and the May 22, 2026 oil spill Near E. Cesar E. Chavez Avenue and N. Eastern Avenue in East Los Angeles.
Eligible businesses located within County-designated impact areas may apply for grants up to $3,000, depending on business type.
The Small Business Recovery Grant is designed to help businesses located within the designated impact areas to address economic losses and business interruptions associated with the incidents. Southern California Grantmakers will serve as the program’s fiscal sponsor, with AidKit supporting grant administration and payment processing.

Who is Eligible
The Small Business Recovery Grant is specifically intended to support small businesses located within areas directly impacted by the Lineage Fire or East Los Angeles Oil Spill.
To be considered, applicants must meet all Program eligibility requirements, including:
- Business began operations and physically within an eligible shapefile included location at least 30 days before the applicable Lineage Fire June 17, 2026 or East Los Angeles Oil Spill event May 22, 2026)
- Businesses, including affiliates, must have 100 or fewer employees and an average annual gross receipt of $6 million or less
- Be an eligible business type
- Demonstrate or attest to qualifying business disruption or economic impact associated with the applicable incident
- Provide required information and documentation to verify Program eligibility
- Applicant is the majority owner of the business and annual gross revenue of $6 million or less
Businesses outside the designated geographic impact areas are not eligible.

Applicants are encouraged to review the appropriate impact-area map before beginning an application.
Final eligibility will be determined through the application review and address verification process.
How to Apply
Applications will be accepted online through the County’s grant administrator, AidKit.
Applicants should be prepared to provide information about their business, business location, ownership, business type, operations and the impact experienced as a result of the applicable incident. Supporting documentation may also be required to verify eligibility.
What Happens After the Application Is Submitted?
Applications will be reviewed to determine whether the business meets the grant and geographic eligibility requirements. If the number of eligible applicants exceeds available funding, the Program will use a prioritization process and weighted lottery to determine awardees. Eligible applicants who are not initially selected may be placed on a waitlist should additional funding become available. Submitting an application does not guarantee a grant award.
Selected businesses will receive instructions regarding grant acceptance and payment.

Grantee Selection
Applicants will be reviewed, scored and prioritized using criteria determined by the County of Los Angeles to ensure funds go to businesses most impacted by Lineage fire and East LA oil spill. Eligible applicants will be prioritized according to the impact they incurred.
If there are more eligible applicants with the same score than grants available, grantees will be chosen through a lottery system. All applications submitted by the application closing date will receive equal consideration with no additional priority given to those that apply first. Grant funds will be provided to selected applicants via direct deposit or cash card. Individual business owners will only be able to receive one small business grant even if multiple businesses were impacted.
