County Unveils Revitalized Businesses on Reseda’s Commercial Corridor With Renovate Façade Improvement Program
Your Choice Optical and Celest’ Bridal Benefit from Latest Small Business Revitalization Efforts
Los Angeles, CA – The Los Angeles County Department of Economic Opportunity (DEO) and Third District Supervisor Lindsey P. Horvath are announcing the LA County’s RENOVATE Façade Improvement Program’s most recent project completion. This latest project supports two longstanding small businesses — Your Choice Optical and Celest’ Bridal — located at 18557 and 18559 Sherman Way in Reseda, along the historic Sherman Way retail corridor.
Delivered through the RENOVATE Façade Improvement Program, in collaboration with Los Angeles County Development Authority (LACDA), the project provided extensive exterior improvements to these longstanding neighborhood businesses. The renovations included new storefront windows and doors, refreshed signage, energy-efficient lighting, roll-down security grilles, and ADA-compliant access upgrades, representing a county investment and grant of $239,532. The renovations were overseen by LACDA’s Construction Management Unit, with the design from Lewis Schoeplein Architects and contract services from PUB Construction Inc.
Funded through the County’s Economic Development Trust Fund (CEDTF) the City of Los Angeles’ Non-Housing Tax Bond Proceeds, these enhancements not only improve safety and functionality, but also elevate the visibility and curb appeal of the businesses and the Sherman Way corridor, helping to attract more customers and strengthening community pride.
This marks the fourth completed façade renovation project in Reseda this year and builds on three other projects—Sherman Way Center (18546 Sherman Way), Sherman Way Balboa LLC (18570–74 Sherman Way), and Cisco Medical Group (18518 Sherman Way)—announced in July 2025. Together, these four projects represent more than $1.3 million invested in revitalizing the Sherman Way corridor and offer beautification that uplifts 13 small business tenants housed in these commercial properties. These investments are coordinated with Reseda Rising, Councilmember Bob Blumenfield’s multi-front initiative to find, direct and coordinate over $100 million worth of transformative investment in the community, which is more than the total investment in the prior 20 years.
“Small businesses are central to Reseda, and through the RENOVATE Program, we continue to support them in meaningful, visible ways,” said Supervisor Lindsey P. Horvath. “Building on earlier renovations along the Sherman Way corridor this year, these improvements strengthen accessibility and visibility for longtime local businesses while reinforcing a corridor that serves the broader community. I’m proud to continue delivering coordinated investments along Sherman Way that support local businesses and help ensure this historic corridor remains a place where the community can thrive.”
“The core of my Reseda Rising initiative is to bring transformative investment into our community and a critical part of it is uplifting the people and businesses who have called Reseda home for years. Investing in facade improvement programs is one of the most direct ways to improve our major corridors and tell surrounding communities we are open for business,” said Councilmember Bob Blumenfield.
“This latest project shows how even modest investments can spark meaningful change for local businesses and the neighborhoods they serve,” said Kelly LoBianco, Director of DEO. “Our continued work in Reseda reflects a deeper commitment to economic opportunity that is not just about storefronts, it’s about creating lasting visibility, access, and pride for small business owners across LA County.”
The project was delivered in partnership with the LACDA’s Construction Management Unit and local small business contractors. Technical assistance and project guidance were provided by DEO’s Office of Small Business and APEX Accelerator Program, ensuring an efficient and sustainable renovation process for the business owners. To date, the RENOVATE Program has directed over $10 million toward improving storefronts for more than 45 projects with 110 small businesses.
