RESEDA BUSINESSES REVITALIZED THROUGH LA COUNTY’S RENOVATE FAÇADE IMPROVEMENT PROGRAM 

Los Angeles, CA – Today, the Los Angeles County Department of Economic Opportunity (DEO), Third District Supervisor Lindsey Horvath, and Councilmember Bob Blumenfield announced the completion of major façade renovations for three small businesses located along the Sherman Way commercial corridor in Reseda. These improvements are part of the County’s ongoing efforts to stimulate inclusive economic growth through the RENOVATE Façade Improvement Program.

Funded through the County Economic Development Trust Fund (CEDTF) and Community Development Block Grant (CDBG) resources, the RENOVATE Façade Improvement Program provides grants to commercial property owners and tenants in areas of economic opportunity throughout LA County. The program supports exterior improvements to aging business properties, helping to revitalize high-traffic commercial corridors, attract customers, and strengthen community identity.

The three recently completed projects in the Third Supervisorial District include:

  • Sherman Way Center – 18546 Sherman Way
    Owner: Alfred Tavari | Grant Awarded: $370,728.
    This multi-tenant retail plaza underwent substantial exterior renovations, including modern finishes and Americans with Disabilities Act (ADA)-compliant features, enhancing its visibility and welcoming atmosphere.
  • Sherman Way Balboa LLC – 18570–74 Sherman Way
    Owner: Alfred Tavari | Grant Awarded: $358,339
    . Home to community-serving tenants such as Vidal Hernandez Income Tax, Model Cuts, and Studio Dance 4 U, this property located at the high-traffic intersection of Sherman Way and Reseda Boulevard received comprehensive exterior upgrades to improve safety, accessibility, and visual appeal.
  • Cisco Medical Group – 18518 Sherman Way
    Owners: Francisco Martinez, Cardenas & Annette Saldana | Grant Awarded: $336,337.
    This trusted local medical provider now boasts a refreshed façade that aligns with the quality of care offered inside, improving accessibility for patients and strengthening its presence in the corridor.

“Small businesses are a vital part of what makes Reseda such a strong and vibrant community, and through the RENOVATE Program, I’m proud to see long-promised funding come to fruition to support their growth and success,” said Supervisor Lindsey P. Horvath. “These improvements reflect our commitment to uplifting local entrepreneurs, enhancing our shared spaces, and investing in a future where every neighborhood can thrive.”

“These façade improvements do more than beautify—they directly support retention and growth of our small businesses, by resourcing historically underinvested areas, attracting new customers to vibrant commercial corridors, and highlighting centers of community and culture,” said DEO Director Kelly LoBianco. “We’re proud to partner with the County and City and our local entrepreneurs to invest in the future of Reseda.”

“This is a great example of what can happen when we partner with local businesses to make our community better. The Renovate Facade Improvement Program truly helps boost my Reseda Rising initiative which has already invested over $100 million into this community- and it continues to yield results. I’m grateful to Supervisor Horvath and the County for working on making this Reseda corridor the best it can be,” said Councilmember Bob Blumenfield.

The renovations were overseen by LACDA’s Construction Management Unit, Local Small Business Enteprises (LSBE), and contractors including Vincor Construction Inc. for the Cisco Medical Group improvements and Harry H. Joh Construction for improvements to Sherman Way Balboa and Sherman Way Centers. The architectural renderings for all sites were provided by the Birba Group through a formal agreement with DEO. Business owners also received technical assistance and capacity-building support from DEO’s Office of Small Business and APEX Accelerator program, helping ensure projects were completed efficiently and sustainably.

Since its launch in 2015, the RENOVATE Program has been a critical tool in LA County’s broader economic development strategy—advancing equitable investment, supporting small businesses, and strengthening neighborhood vitality one corridor at a time. To date, a total of $10 million has been invested in facade improvements for 36 businesses since the program launched. Three of these projects were completed in Reseda, and the fourth – Your Choice Optical located at 18557 Sherman Way – is expected to be completed by December 2025.
