Rapid Response Services

Helping Local Workers and Businesses through Layoffs and Plant Closures

LA County workers and employers facing imminent layoff due to a business or plant closure can connect to Rapid Response services, including essential public benefits, job readiness and training, and hiring in quality jobs, including with the County and public sector. These are coordinated by DEO, LA County’s seven Workforce Development Boards (WDBs), regional America’s Job Centers of California (AJCCs), and partner agencies and organizations and offered directly to employers and workers through Good Jobs Fairs.  

DEO is committed to maximizing resources, minimizing economic disruption, facilitating rapid reemployment for impacted workers, reducing the immediate loss in wages and benefits, and connecting a qualified and skilled workforce to high-road employers in high-growth industries.  

Rapid Response – Worker Services

DEO, WDBs, and AJCCs offer Rapid Response services directly to workers at job centers and through dedicated events with employers and workers called Good Jobs Fairs. No cost services include:

  • Expedited public benefit enrollment, including the State Employment Development Department (EDD)’s Unemployment Insurance (UI), Covered California and other health and mental health resources, LA County Department of Public Social Services (DPSS)’ GAIN and START programs, housing and tenant support, and retirement and pensions
  • Labor market information
  • Job readiness portfolio and preparation, including resume, interviews, references, and work documents
  • Educational attainment through high school equivalency and post-secondary pathways
  • Job training and credentials for skilling and re-skilling through High Road Training Partnerships and Registered Pre/Apprenticeship Programs
  • Paid work experiences for professional development through Transitional Employment and On-the-Job Training
  • Hiring opportunities with employers in related and emerging fields, including County jobs
  • Income support for veterans and persons with disabilities

DEO and partners may be eligible for Additional Assistance grants that supplement and allow for customized hiring and training services in coordination with EDD. 

Impacted workers should email the Rapid Response team at: RapidResponse@opportunity.lacounty.gov. Emails should include the following information: 

  • Full name 
  • Contact email and phone number 
  • Employer and position 
  • Date of (planned) layoff 
  • Any relevant details or requests 

Rapid Response – Employer Services

DEO, WDBs, and AJCCs offer Rapid Response services directly to employers to support layoffs and closures and/or adjust to meet evolving talent needs. A lead WDB and AJCC is assigned based on the location of the employer. No cost services include:

  • Assigned Business Technical Assistance and supportive Human Resources function with DEO, AJCCs, and partners
  • Public sector communications at local, State, and Federal level
  • Resources for maintaining staff morale and attendance, including EDD’s Work Sharing Program
  • Good Jobs Fairs offering workers:
    • Essential public benefits
    • Hiring and training support
  • No cost upskilling for retained workers through Customized Training and Incumbent Worker Training
  • Coordinated activities with Labor-Management/Workforce Transition Committees
  • Trade Adjustment Assistance with DOL for businesses lost overseas

Impacted employers should email the Rapid Response team at: RapidResponse@opportunity.lacounty.gov. Emails should include the following information:

  • Any relevant details or requests 

A lead WDB and AJCC is assigned based on the location of the employer.  DEO matches and manages Rapid Response services for employers through the following AJCCs.   

  • Pomona AJCC 
  • Southeast LA AJCC 
  • Antelope Valley AJCC

Worker Adjustment and Retraining Act Notices (WARN) Compliance

As part of the WARN Act with guidance by the US Department of Labor (DOL) and enforcement by private legal action, some employers are required to notify local officials, government, and WDBs of layoffs and plant and business closures with 60-days’ notice. This includes employers with more than 100 employees and layoffs of 50 or more workers at a single site, where 50 is at least one-third of the total full-time workforce at that site, or any layoffs of 500 or more workers at a single site.

DEO provides Rapid Response services to all employers and employees who may be facing layoffs and plant closures, regardless of size or requirements under WARN.

Major Regionwide WARN Responses

In October of 2024, Phillips 66 (P66) announced the closure of its refinery in Wilmington and Carson. The closure will dislocate an estimated 900 workers by early 2026. The affected workforce includes 300 consultants and 600 permanent workers, such as operators, welders, engineers, and safety compliance experts. 

LA City’s Workforce Development Board and the South Bay Workforce Investment Board (SBWIB) are leads for Rapid Response services with DEO supporting to ensure Just Transition and pathways to County employment goals are met. This includes working with P66, United Steelworkers Local 675 (USW), and partners like LA Clean Tech Incubator.

  • Virtual and in-person workshops on How to Apply for County and City Jobs with DEO, the LA County Department of Human Resources (DHR), and AJCCs. Includes spotlights on Stationary Engineers and 50+ relevant classifications.  
    • Workshops began on May 13, 2025 and are provided monthly
    • Next workshop on January 14th at 3PM at the Rancho Dominguez AJCC. Register here. 
  • Expedited access to County jobs with DHR and DEO 
    • Cross walked 50 compatible P66 positions with County classifications, including: 
      • Stationary Engineer II 
      • Capital Management Assistant
      • Refrigeration Mechanic
    • Reviewed 38 P66 resumes beginning May 2025 
    • Expedited access to Stationary Engineer II position on June 13th, 2025 with 2 hires to date and 2 pending Unlimited Steamfitter licensure

In May of 2025, Rite Aid announced the closure of more than 1,000 nationwide stores, as soon as July of 2025. A countywide WARN was received on May 8th, 2025.This includes 26 stores in the Los Angeles County Workforce Development Area and a distribution center in Lancaster, CA for a total of 715 åimpacted workers, including 297 at the Lancaster-based distribution center. United Food and Commercial Workers (UFCW) locals are represented at all stores.  

DEO is lead for this regional effort with countywide WDBs and AJCCs supporting. 

  • Rapid Response orientation sessions  
    • Held 2 sessions on May 19th, 2025 for the Lancaster distribution center with the City and Unemployment Insurance Divisions, Antelope Valley AJCC, Covered California, and UFCW representative with 79 attendees 
    • Held additional sessions between May 20th, 2025 and June 23rd, 2025 onsite for all 26 stores for 277 attendees 
  • Labor partner info sessions for career transitions
    • UFCW Local 1428 held virtual information sessions on May 21st, 2025 for members at Rowland Heights and Pomona stores in the Pomona/San Bernardino area 
    • UFCW Local 770 and Local 1442 hosted two virtual information sessions on June 11, 2025 or their members
  • Resume workshops with the Antelope Valley AJCC at the distribution center 
    • Held on June 16th, 2025 with 32 attendees 
  • Good Jobs Fair hosted by DEO and Rite Aid at the distribution center 
    • Held on June 23rd, 2025 with 4 employers and a total of 68 attendees and 12 individuals enrolled into DEO hiring and training programs 
  • CVS and Rite Aid coordinate for rehire in new stores, facilitated by DEO and AJCCs

On April 4th, 2024, 99 Cents Only Store announced closure of 371 store locations in California, Arizona, Nevada, and Texas, including 97 in LA County and 34 stores and two distribution centers for a total of 1,242 impacted workers in LA County WDB local area. 

DEO and multiple WDBs were collaborative leads as this was a countywide closure. 

  • Good Jobs Fairs hosted by DEO, WDBs, and AJCCs countywide
    • Held 34 in-person orientations with 472 attendees
    • Held 4 virtual orientation sessions with 39 attendees
    • Held 7 in-person Good Jobs Fairs for impacted workers and hiring employers between April 11th and May 31st, 2024, which included Pic ‘N Save and Dollar Tree, who purchased properties. There were 56 attendees.
  • Pic ‘N Save, Dollar Tree, and 99 Cents Only coordinate for rehire in new stores, facilitated by DEO and AJCCs

On June 6th, 2022, Smithfield Foods, Inc. announced permanent closure of the Vernon-based Farmer John processing plant and layoff of 2,500 workers by April 2023. Many employees were represented by United Food and Commercial Workers (UFCW) 770.  

DEO was the lead for Rapid Response services with AJCCs and partnered with the City of LA and UFCW for a $6.1 million Additional Assistance award for training and other workforce services.  

  • Good Jobs Fairs hosted by DEO, City of LA, AJCCs, and labor partners countywide  
    • Held 5 in-person orientations with 774 total attendees 
    • Held 7 Good Jobs Fairs for hundreds of impacted workers and hiring employers between December of 2022 and February of 2023 with 617 attendees 
      • Hosted with Supervisor Hahn, UFCW 770, the Hospitality Training Academy and Unite Here Local 11, Teamsters, and other labor and public sector partners
