LA COUNTY RELEASES MASTER PLAN TO TRANSFORM HISTORIC GENERAL HOSPITAL CAMPUS INTO A HEALTHY VILLAGE  

Culminating more than a decade of community engagement and County investment, the plan charts a path to restore the landmark as a connected, mixed-use community anchored by healthcare, affordable housing, economic opportunity, and public space

Los Angeles, CA — The Los Angeles County Department of Economic Opportunity (DEO) today released the Los Angeles County General Hospital (LACGH) Campus Master Plan. This represents a comprehensive framework to reimagine the historic 30.8-acre campus into a “Healthy Village” centered on wellness, housing, economic opportunity, open space, and community-serving uses anchored by a revitalized Historic General Hospital, which has served the region for nearly a century.

General Hospital, which originally opened in 1934 and is credited as the birthplace of Emergency Medicine, is a 1.2-million-square-foot, 19-story Art Deco landmark that served millions of Angelenos before suffering significant damage during the 1993 Northridge Earthquake. Aging infrastructure and new hospital safety regulations prompted the County to build the LA General Medical Center next door, where medical services transferred in 2008. General Hospital has been largely vacant ever since, with ancillary support services for the LA General Medical Center, various County departments, and several community-based organizations, including The Wellness Center, occupying only the lower floors. 

In 2018, LA County Board of Supervisors Chair and First District Supervisor Hilda L. Solis authored the unanimously approved Board motion directing a feasibility study for the building’s adaptive reuse. In January 2023, the Board authorized DEO to advance the campus vision through a public-private partnership with Centennial Partners, a joint venture between Primestor Development and Bayspring Real Estate Partners, as the developer. 

“For decades, General Hospital represented hope and dignity for families across Los Angeles County, especially communities that too often faced barriers to quality care and opportunity,” said Los Angeles County Board Chair and First District Supervisor Hilda L. Solis. “This Master Plan is rooted in years of collaboration and reflects the voices of residents, community partners, and stakeholders who helped shape a ‘Healthy Village’ vision for the future of this historic campus. As we move forward, we have an opportunity to breathe new life into this landmark by creating a community-centered campus that expands access to housing, wellness, economic opportunity, and open space while honoring the legacy of a place that has cared for generations of Angelenos.”

The County selected Centennial Partners through a competitive solicitation process based on the team’s commitment to community partnership, equitable development, and long-term investment in underserved communities. Rather than prescribing a rigid buildout plan, the developer approached the Master Plan as a flexible framework designed to evolve over time and respond to real-time market conditions, community priorities, emerging industries, and public needs over the course of implementation. 

The planning process was informed by extensive public engagement led in partnership with community organizations, local stakeholders, The Wellness Center, the LAC+USC Medical Center Foundation, and residents through over 100 focus group meetings, 25 townhalls, 3 community-at-large workshops, and 16 Community Advisory Committee meetings. 

Key elements envisioned in the draft Master Plan include: 

  • Affordable, workforce, and mixed-income housing 
  • Expanded wellness and wrap-around supportive services 
  • Community-serving retail and neighborhood amenities 
  • Public plazas, open space, and pedestrian connectivity 
  • Workforce development and job creation opportunities 
  • Improved transit access and mobility connections 
  • Adaptive reuse and preservation of the historic General Hospital building
  • Sustainable infrastructure and resilient site design 
“The release of this Master Plan reflects years of partnership, technical study, and deep community engagement,” said Kelly LoBianco, Director of DEO. “This is about more than redevelopment; it is about honoring history, preserving a landmark public institution, and creating long-term pathways to health, housing, economic mobility, and opportunity with surrounding communities.”
Implementation is designed to proceed in phases, allowing individual development projects to advance incrementally while maintaining continuity of care at LA General Medical Center, which serves more than one million patients annually, and supporting uninterrupted operations of other County agencies on the campus. A Community Benefits Agreement will ensure future development provides meaningful, enforceable community benefits and maintains ongoing public engagement before development plans are finalized.
“This master plan is proof of the extraordinary vision that emerges when community is deeply listened to,” said Giovanna Araujo, Project Director, Centennial Partners (Primestor). “As this project is implemented over the coming decade, we know community needs and the realities of our world will change. Our responsibility is to remain present with those changes — continuing to listen, adapt, and create a campus that serves both those who rely on it today and the generations to come.”
The release of the Master Plan comes as the County and development team continue advancing the Campus Stabilization Project, a $120-million County investment focused on critical seismic, infrastructure, and building preservation work necessary to prepare General Hospital and the West Campus for redevelopment. Part of this effort includes pursuing official historic designation for the General Hospital through the National Registry of Historic Places and the Office of Historic Preservation. 
In parallel to the Master Plan, the County has also released a Draft Subsequent Environmental Impact Report (SEIR) pursuant to the California Environmental Quality Act (CEQA), which -evaluates the potential environmental impacts associated with future redevelopment of the campus. The Master Plan is subject to review and approval by the Los Angeles County Board of Supervisors and will require full compliance with CEQA.
