DEO Seeks Qualified Firms for General and Project Management Services to Support Countywide Economic Development 

Los Angeles, CA— The Los Angeles County Department of Economic Opportunity (DEO) has released a Request for Statement of Qualifications (RFSQ) for General and Project Management Services—Capital Development. Private firms, nonprofit organizations, community-based consultants, and other qualified entities with demonstrated expertise in Architecture and Design; Engineering; Planning, Land Use & Economic Development; Environmental Services; Real Estate Services; Project Management; and Other General Services are encouraged to apply. Firms may submit qualifications for one or multiple service categories based on their areas of expertise. 

Through this solicitation, DEO is building a bench of prequalified vendors to support a wide range of future projects that drive inclusive economic growth and community investment. Selected vendors will be awarded Master Services Agreements (MSAs), making them eligible for streamlined, on-call contracting opportunities through September 30, 2030. 

Qualified vendors may be called upon to support DEO capital development initiatives through services such as: architectural design for commercial and mixed-use renovation and new builds; comprehensive engineering advising services; comprehensive planning and site planning services that may include master planning, strategic planning, zoning, and economic development related activities; environmental review and coordination; financial modeling and analysis support mixed-use and commercial development projects; real estate services including valuation, appraisals, negotiation, and brokerage; comprehensive project management for program initiatives and development projects; community engagement and outreach services; fabrication and installation services; and more.  

Key Dates: 

  • November 12, 2025 (12:00 PM PST): Deadline to request a Solicitation Requirements Review 
  • November 20, 2025 (12:00 PM PST): Deadline to submit written questions 
  • November 26, 2025: Questions and Answers released via addendum 
  • December 8, 2025: Statement of Qualifications (SOQ) Phase 1 submission window opens 

Statements of Qualifications (SOQs) will be accepted on a rolling basis beginning December 8, 2025. Vendors are strongly encouraged to submit proposals at the opening of the acceptance period. Vendors that meet the minimum qualifications in one or more service categories will be eligible to receive project solicitations as opportunities immediately as they arise. 

All interested vendors must be registered in the County’s WebVen system to participate.
