LA County Small Biz Permit Express, spearheaded by Supervisors Holly J. Mitchell and Hilda L. Solis, aims to simplify processes for small businesses by reducing review and processing times while fostering economic growth and community development. Small businesses can access:

Who Qualifies?

To qualify, applicants must meet the following criteria:

Meet the L.A. County definition of a small business;
- A business with $16M or less in average gross annual revenue receipts in the most recent 3 years with 100 employees or fewer; or manufacturer with 25 or fewer employees as defined by the State of California.
Be headquartered or have a project located in (or within 1 mile) of a highest or high need area as defined by the County’s COVID-19 Vulnerability Index

Be a green business or a business providing social or community benefit(s)

Interested businesses and projects must comply with relevant regulations and permitting requirements including existing zoning laws, building codes, and environmental regulations.
