DEO Launches Weekly Economic Opportunity Days at Skid Row Care Campus to Expand Direct Access to Jobs and Small Business Services

Los Angeles, CA –The Los Angeles County Department of Economic Opportunity (DEO), in collaboration with the County Department of Health Services (DHS), City of Los Angeles, and local community partners, launched Economic Opportunity (EO) Days at the Skid Row Care Campus on June 26th. These weekly onsite staff and services connect individuals in the Skid Row community with job and business resources that open doors to sustainable employment and economic advancement.

Held every Thursday from 9:00 AM to 3:00 PM, EO Days bring County services directly to the heart of Skid Row, offering one-on-one support from trained career navigators. Attendees can access personalized career counseling, resume and interview assistance, job readiness workshops, job training and entrepreneurship programs, paid transitional work, and hiring opportunities with local employer partners. Individuals are welcome to fill out an interest form at bit.ly/SRAPInterestForm and drop in and access services onsite. No appointments are necessary.

Key partners onsite weekly include DEO’s Southeast LA America’s Job Center of California (AJCC) and Office of Small Business alongside the City of Los Angeles’ Job Connector Program. Additional partners may be added in the coming weeks to expand the range of available services and deepen community impact.

Throughout the month of July, residents of Skid Row may enroll in the currently available Pandemic Relief Rapid Reemployment (PRRR) program with the Southeast LA AJCC and DEO, which offers paid transitional work and on-the-job training for participants who face current and COVID-19 barriers to employment. Participants may earn up $17.87 per hour for 180 hours of work with various public and private sector partners. Interested individuals may fill out an interest form at bit.ly/SRAP-PRRRForm. The form and assessment are also available onsite on EO Days.

“We’re meeting people where they are to remove barriers to opportunity,” said Kelly LoBianco, Director of the LA County Department of Economic Opportunity. “Our weekly presence at the Skid Row Care Campus is part of DEO’s commitment to expanding equitable access to employment and entrepreneurship for all Angelenos.”

The EO Days are being launched as part of the Skid Row Action Plan (SRAP), inspired by a June 2022 motion by Supervisor Hilda L. Solis and with specific recommendations developed by County, City, and community that include increasing access to permanent and interim housing, providing services through a new Safe Service Space, Harm Reduction Health Hub, 24/7 Health Care Center, and boosting economic opportunity. DEO is pleased to offer EO Days in response to feedback received directly from the Skid Row community at a meeting that was held in summer 2024. Specifically, the community requested community-responsive employment and entrepreneurship pathways that support building economic capacity. DEO, the City of LA, and DHS will also identify longer-term strategies to address economic needs identified by the community.

EO Days take place every Thursday from 9:00 AM to 3:00 PM at the Skid Row Care Campus, located at the at 442 S. Crocker Street, Los Angeles, CA 90013.
